By One Vote Senate Approves Cell Phone Driving Ban

The Maryland State Senate today voted 24-23 to approve a bill banning the use of handheld cell phones while driving.  Under the bill, a violation would only be a secondary offense, meaning police would have to stop a motorist for another violation before issuing a ticket for talking on a cell phone.
