Alan is Head of Projects and Developments at the
Public Carriage Office (PCO) in London. The vision and purpose of the
PCO is as follows:
‘Taxis and private hire services play a vital part in helping people
travel across the Capital providing a unique door-to-door service. They
provide links with World City functions and other public transport,
operate at times and places when other services are not available, and
provide crucial services for passengers with disabilities.
Taxis and private hire services will provide the best possible service.
They will have an excellent reputation, be focused on the needs of
Londoners and visitors, and help to fulfill the Mayor’s Transport
Strategy objectives. Londoners and visitors will have a high awareness
of, and confidence in, their services.
As part of Transport for London, the PCO:
License taxis and
taxi drivers
License private hire
vehicles, operators and drivers
Regulate taxi fares
Appoint taxi ranks
Improve travel information
Make services safer and
more accessible
Help the Mayor of London
integrate public transport in the Capital
Alan worked for the
Metropolitan Police Civil Staff from 1971, joining the Public Carriage
Office (PCO) at the end of 1998 to manage the development of private
hire licensing. During his time with the Metropolitan Police, Alan held
managerial posts in corporate personnel, corporate financial planning
and control and traffic operations. Since 1982 he has specialized in
managing major business change projects including:
implementation of a new
fixed penalty notice system to support the prosecution of moving and
stationery vehicle offences
the design and
implementation of a corporate financial and management accounting system
the delivery of an in-house
police and civil staff payroll service, and preparing the payroll
service for commercial competition.
Since joining Transport for
London as Head of Projects and Developments, he has successfully managed
the:
design and implementation
of a new private hire (limousine/for hire) licensing regime, comprising
2,500 operators, 40,000 drivers and 37,000 vehicles
design and implementation
of modern IT and administrative licensing infrastructure
outsourcing of taxi
licensing inspection services
delivery of a topographical
skills assessment service for private hire drivers by way of PCO
approved/accredited service providers
introduction of an
independent medical advisory service under contract
new technology to support
the Public Carriage Office’s wider business improvement programme.
